A rare cover. Ronald Steuer Certificate (1999). [By the time the cover reached Vladivostok, World War I had commenced. This is stated to be the only such censored cover recorded from Deulon]

1914 double-rate mission cover to Germany with 5pf x2 & 10pf tied by 'HERBERTSHOHE' cds, officially opened & resealed with two 'KAISERLICHES GOUVERNEMENTSBURO/[eagle]/RABAUL' (= government offices) seals, largely very fine strike of the rare 'Gouvernementsseitig/unter KRIEGSRECHT geffnet/Rabaul ("8") Septemb 1914/Uberwachungsoffizer' censor cachet on the reverse & signed by the censor, the cachet affected by a 50mm repaired tear, opened-out for display.
