1990-91 SURCHARGES: 1991 official cover with 'ADMINISTRATION/COCOS (KEELING) ISLANDS' imprint at U/L, to ACT with rare franking of 1991 (43c) 'OFFICIAL PAID/MAINLAND' on 90c Coconuts SG O1 (Cat £90 CTO) tied by Cocos cds of 20AUG1991. We have recorded only two other covers - one a window-face type - with this stamp. Ex Kim Dwyer: acquired at the Prestige auction of 8.11.2013 for $920. [This stamp was sold to the public CTO only. We have never seen an uncancelled example]
1990-91 SURCHARGES: 1991 official cover (322x230mm) with 'ADMINISTRATION/COCOS (KEELING) ISLANDS' imprint at U/L, by air to Canada with rare franking of (43c) 'OFFICIAL PAID/MAINLAND' on 90c Coconuts SG O1 strip of 3 (Cat £270+ CTO) tied by Cocos cds of 26MAR1991. An outstanding Cocos rarity, bearing the only multiple of this stamp that we have recorded. [With a chatty letter from the editor of the local newsletter - which he enclosed - who states: "...There is a high rate of illiteracy...the number of Cocos adults who are competent in their English literacy skills is about 10..."]

NEW GUINEA - Australian Stamps Used in New Guinea
RABAUL: 1914 cover to Justus Scharff Ltd in Sydney with Kangaroos ½d & 2d 'OS' tied by '-*RABAUL*-/NOV 2 1914' d/s in violet & faint Sydney machine of NO20-1914, horizontal & vertical folds & minor toning.
RABAUL: 1914 cover with 'Hamburgische Sudsee-Aktiengesellschaft' imprint at the top, to Justus Scharff Ltd in Sydney with Kangaroos ½d (rounded corner) & 2d both 'OS' tied by '-*RABAUL*-/NOV 9 1914' d/s in violet showing an impression of the horizontal lines of the John Bull-style printing block from which it was constructed, flap removed otherwise superb.
RABAUL: 1914 cover endorsed "Garrison duty/Rabaul" at U/L & "No 679" at L/L, remarkably to India with Kangaroo 1d 'OS' tied by light two-line datestamp in violet, Sydney transit b/s of NO23-1914 & 'MORADABAD/12DEC14' arrival b/s, redirected with 'BILSI/BUDAUN' arrival b/s, minor blemishes.
RABAUL: late-1914 cover front endorsed "OHMS" & "GM Moore/Chief Post Master Rabaul", to Victoria with irregular usage of 2½d Kangaroo - without 'OS' puncture - tied by the straight-line undated 'Rabaul' h/s in blue & in violet, the 'KAISERL DEUTSCHE POSTAGENTUR' wafer at top was probably originally affixed to the reverse, the stamp unfortunately excised - clear of the postmarks - and neatly replaced. Ex "Ello": sold for $437.
RABAUL: late-1914 cover endorsed "Garrison Duty/Rabaul" at U/L & in blue pencil "Censored/by GW Moore PM/Rabaul/15 12 14", to NSW with Kangaroo 1d 'OS' tied by the straight-line undated 'Rabaul' h/s in violet, three 'KAISERL DEUTSCHE POSTAGENTUR' wafers - one affected by light vertical fold - sealing the flap
RABAUL: late-1914 cover to the Deutscher Klub in Sydney with Kangaroos ½d & 2d 'OS' tied by the straight-line undated 'Rabaul' h/s in violet, very fine 'SYDNEY/15DE14/-22-' arrival b/s unusually in red, the flap repaired. [With the enclosed letter headed "Rabaul/8 XI 14" & signed "Weber"]

RABAUL: late-1914 cover with 3-line mercantile imprint at top endorsed "JC [or Toll?]/Censored" at L/L & "Reg/30" in red in lieu of a registration label, to Sydney "Per SS Matunga" with Kangaroos ½d 2d & 3d 'OS' all tied by two strikes of the rare 2-line undated 'Simpsonhafen/(Deutsch Neu-Guinea)' handstamp (Powell #50; rated F) used at Rabaul, 'REGISTERED/ 20NO14/SYDNEY NSW' arrival b/s plus plain censor label with 'OPENED BY CENSOR' h/s in violet, minor blemishes.
Registered mail in this earliest period is rare. Usage of the 3d is most unusual, especially this early in the period: see also Lots 2594 & 2697. Powell recorded two covers with #P50, both with Sydney b/s of 20NO14. [Tim Rybak's long registered cover addressed to a stamp dealer & with no registration or censor's endorsements, and with three vertical folds, sold for $2185]
RABAUL: 1915 (Feb 4) OHMS cover from Postmaster Sgt G Moore (identified from his distinctive typewriter) to a Melbourne stamp dealer with late usage of Kangaroo 1d 'OS' (rounded corner) tied by the triple-oval 'RABAUL/NEW BRITAIN' d/s in violet, 'PASSED' h/s applied at Melbourne.
HERBERTSHOHE: 1914 cover to Sydney with Kangaroo 1d 'OS' (faults) tied by straight-line 'Herbertshöhe' h/s (Powell #11) in violet, endorsed "Herbertshoe [sic]/Garrison" at upper-left & self-censored with "Censored/BT Goadby/Lieut RAS/oc Lands & Survey" at lower-left, no other markings, minor blemishes. Ex "Ello". [The sender, later Lt-Col Bede Theodoric Goadby, was a noted Australian botanist after whom a genus of orchid was named in the 1920s]
HERBERTSHOHE: 1914 cover endorsed "SA Peach RAN/Expeditionary Force/BN Guinea" (!) at upper-left, to Sydney with Kangaroo 1d 'OS' tied by superb straight-line 'Herbertshö[he]' h/s (Powell #11) in violet, very fine Sydney arrival machine of DE14-1914, corner faults at left. [It is very unusual to encounter an Occupation cover with obvious naval origins]
HERBERTSHOHE: late-1914 civilian cover to the German Club in Sydney with Kangaroos ½d (damaged before being affixed) & 2d both 'OS' tied by straight-line 'Herbertshöhe' h/s (Powell #11) in violet, huge violet/white 'OPENED BY CENSOR' label affixed at Sydney, minor blemishes. Chris Ceremuga Certificate (2015).
HERBERTSHOHE: late-1914 cover endorsed "Garrison Duty Herbertshohe" at U/L & "LE 281 4Co" at L/L, "Censored/C Webber Lt/OC No 4 Coy" in red, to a Melbourne department store with Kangaroos ½d pair 'OS' just tied by two superb strikes of the straight-line 'Herbertshöhe' h/s (Powell #11) in violet, indistinct Sydney transit b/s, minor blemishes.
MADANG: 1915 mission cover to Rev Otto Theile in Queensland with Kangaroo 1d 'OS' tied by 'MADANG/8SE15' cds, red/white 'OPENED BY CENSOR' labels & 'PASSED BY CENSOR' h/s in violet added at Brisbane, minor blemishes.
MADANG: 1916 mission cover to Rev Theile with Kangaroo 1d 'OS' tied by 'MADANG/25MR16' cds and 'PASSED CENSOR/6MY16/ BRISBANE' cds in red on the face, minor blemishes.
MADANG: 1916 cover endorsed "Letter for enemy country enclosed" & on the reverse "D Schmidt/Finschhafen/Neuguinea", to Holland with Kangaroos 1d & 2d 'OS' tied by superb 'MADANG/4FE16' cds, minor blemishes. [Friedrich-Wilhelmshafen on the north coast was known to the local natives as Madang, the name adopted by the Australians. Finschhafen was on the Huon Peninsula, some 275km to the SE]
MADANG: 1916 cover endorsed "Letter for enemy country enclosed" & on the reverse "M Stolz, Sio - Finschhafen", to Holland with 1d x3 tied by 'MADANG/24FE16' cds, Sydney 'PASSED BY/CENSOR SD' cachet in violet, 'ROTTERDAM/ 12.6.16' arrival b/s & 'A426' postman's h/s, very minor blemishes. [This & the previous cover indicate that no ½d stamps were available at Madang]

LOCAL LETTERS: 1915 (Apr 3) to "FM Johnson/Lands Office" with 'O.S./1d.' on 3pf SG O1 and 'G.R.I./3d. - Rabaul/(Deutsch Neuguinea)' registration label SG 33 - short perfs at left - both tied by oval Rabaul datestamp in violet, minor soiling & an amateurishly repaired tear at upper-left. Ex "Bismarck": sold at the Prestige auction of 19.7.2003 for $1287. [Registered local covers are rare]
LOCAL LETTERS: 1915 (May 4) cover to "Harbor Master" with 'O.S./1d.' on 3pf SG O1 tied by oval Rabaul datestamp in violet, minor blemishes.
