[Without Governor Smith's signature h/s but addressed in his hand. Lieut-Colonel Sir Gerard Smith was Governor from 1895 to 1900 and the first Grand Master of the Sovereign Grand Lodge of Western Australia. Involved in several commercial scandals, Smith was "invited" to return to England where he resigned, causing WA to have no incumbent Governor as at the date of Federation - 1/1/1901]
