Description: 1840 envelope with Britannia Watermark headed '(Temporary)/To be posted at the HOUSE OF LORDS only/Post Paid - ONE PENNY - Weight not to exceed ½oz' SG Spec #PE5, to "Lord Killeen/8th Hussars/Leeds" and countersigned "Fingall" [?] at lower-left, part-strike '[crown]/PAID/11FE11/1840/ + ' datestamp in red, minor wrinkles & flap fault, minor overall soiling, Cat £25,000. A new discovery and an important forerunner for a collection of British stamps or Postal Stationery. [This envelope lay unrecognised in a century-old family collection until February 2014]

A consequence of the Uniform Penny Postage introduced on 10/1/1840, was that the free franking privileges of Members of Parliament were abolished. So as not to inconvenience MPs, Rowland Hill arranged the issue of 1d & 2d parliamentary envelopes to the suddenly disadvantaged politicians & peers. The first types were released 16/1/1840. The envelopes were withdrawn when the Penny Black and Mulready Encvelopes were issued on 6th May 1840. Gibbons state that the watermark is "Britannia in crowned circle". This envelope clearly has a crowned-oval watermark.

This item is unrecorded by Alan Huggins & Edward Klempka in their 2013 study. Their census lists 55 House of Lords 1d envelopes, of which eight are fronts only. This example, the only one dated 11th February, would be #13A.
