Description: GOVERNOR OF VICTORIA: 1902 envelope with largely very fine Die 5 (29mm double-circle) h/s in violet & 'VICTORIA/[crown]/OFFICIAL PAID' h/s (S&W unlisted), to London where redirected to France & 'T' h/s applied, 'VEULES-DES-ROSES' arrival b/s, flap removed. [From about 1896, Franks no longer had validity on overseas mail & required an 'OFFICIAL PAID' marking to be added. The Post Office in France probably understood the handstamp to mean "Paid to Destination" so no fine was collected]
