Description: PUBLIC INSTRUCTION, MINISTER OF: Die 1 h/s very fine in blue on envelope (266x114mm; S&W #E140) with Laureates 6d tied by BN '255', oval 'FRAMLINGHAM/FE2/--/VICTORIA' (the only recorded example; no year slug) & 'REGISTERED'-in-oval h/s, Melbourne arrival cds of FE4/75, minor punch-hole at L/L. Most unusual. At the introduction of franks in 1864, registration fees were required to be paid but they were exempted from 1865. It is thus most unusual & irregular to find such a fee being imposed 10 years later. See also Lot 280931 . [Framlingham was established in 1861 as an aboriginal reserve run by Anglican missionaries]
