[Interesting content: "...has taken the labour of the Convict population from the Settlers, and under the present probation system the prisoners are all let lose [sic] and walk about with a slip of paper called a pass and hiring themselves at not less than nine...pounds a year...Our present Governor is marrying the men and women by hundreds at a time...nothing can be worse than the conditions of this Colony..."]
